2. LEGISLATIVE . . . Keith Moore reported that an ordinance and a resolution was reviewed and accepted as to contents. 3. SAFETY . . . Marc Cain reported that the committee wants stricter residence guidelines for sex offenders to be enacted by ordinance to require a distance of 1500-feet from anywhere children meet and that the VA was asked to secure sample ordinances. In other business, the VA distributed copies of his letter requesting a traffic survey on SR 752 at the high school and Cain asked that the railroads be contacted for permission for the village to paint over graffiti on the overpasses. LEGISLATION: ORDINANCE FOR FIRST READING: 1. AN ORDINANCE TO AMEND ORDINANCE 2003-11 TO REFLECT CHANGES IN COMPENSATION FOR EMPLOYEES WITHIN THE ADMINISTRATION DEPARTMENT WITHIN THE VILLAGE OF ASHVILLE. Mayor Wise pointed out that the Committee of the Whole had recommended passage of the ordinance. Keith Moore moved, seconded by Chester Gloyd, to hold the First Reading of the ordinance. All votes were yea. After the reading, Chester Gloyd, moved, seconded by Keith Moore, to accept the reading. All votes were yea. 2. AN ORDINANCE TO AMEND ORDINANCE 2003-11 TO REFLECT CHANGES IN THE EMPLOYEE'S JOB DESCRIPTION AND CORRESPONDING SERVICE DEPARTMENT RESPONSIBILITIES WITHIN THE VILLAGE OF ASHVILLE. Again, Mayor Wise reported that the Committee of the Whole had recommended passage of the ordinance. Keith Moore moved, seconded by Terry Moore, to hold the First Reading of the ordinance. All votes were yea. Following the reading, Keith Moore moved, seconded by Chester Gloyd, to accept the reading. All votes were yea. LEGISLATION: ORDINANCE FOR THIRD READING: 1. AN ORDINANCE TO ACCEPT THE APPLICATION OF DOROTHY ANN RICHARD, ET AL FOR ANNEXATION OF CERTAIN TERRITORY CONTAINING 1+/- ACRES IN HARRISON TOWNSHIP, COUNTY OF PICKAWAY, STATE OF OHIO TO THE VILLAGE OF ASHVILLE. Following acceptance of the Third Reading, Chester Gloyd moved, seconded by Keith Moore, to adopt the ordinance. Votes were: Mrs. Gayle Blankenship, yea; Mr. Chester Gloyd, yea; Mr. Keith Moore, yea; Mrs. Barbara Hopper, yea; Mr. Marc Cain, yea; Mr. Terry Moore, yea. Ordinance 2006-07 LEGISLATION: RESOLUTION FOR THIRD READING: 1. A RESOLUTION BY VILLAGE COUNCIL AUTHORIZING HEALTH CARE BENEFITS FOR ELECTED OFFICIALS. THE ADDITION OF THE BENEFIT WILL BE IN COMPLIANCE WITH ORC REQUIREMENTS AND DECLARING AN EMERGENCY. Following the Third Reading of the resolution, Chester Gloyd moved, seconded by Keith Moore, to adopt the resolution. The motion passed 5-to-1. Votes were: Mrs. Gayle Blankenship, yea; Mr. Chester Gloyd, yea; Mr. Keith Moore, yea; Mrs. Barbara Hopper, yea; Mr. Marc Cain, nay; Mr. Terry Moore, yea. Resolution 2006-06 CLERK/FISCAL OFFICER REPORT: The CFO reminded council members that he
had passed out the Fund Balance/Warrants Report for last week
and asked for approval of the March 2006 Financial Report.
