The Council of Ashville convened in regular session from 7:00 P.M. to 7:32 P.M. in the Council Meeting Room at 91 West Main Street, Ashville, Ohio 43103. In the absence of Mayor Chuck Wise President Pro-Tem Keith Moore called the meeting to order with the Pledge of Allegiance, an Invocation and Moment of Silence. The following members and visitors were present:

Due to the absence of the Clerk/Treasurer, Barbara Hopper moved, seconded by Chester Gloyd, to appoint Barbara Gilbert as acting clerk.

MINUTES OF THE PREVIOUS MEETING:
Chester Gloyd moved, seconded by Gayle Terry Moore, to approve the minutes of the March 6, 2006 meeting as presented. All votes were yea. DEPARTMENTAL REPORTS:
1. PLANNING AND ZONING . . . Chester Gloyd reported that P&Z met on March 8, 2006 and reported the following actions: approval of the Final Plat for Ashville Concourse and determination of the green space for Ashton Crossing.
2. TAX ADMINISTRATOR . . . Keith Moore reported that Pat Cavinee was unable to attend because of appointments at the village administrative office building. Chester Gloyd moved, seconded by Gayle Blankenship, to accept the Tax Administrator’s written report for February 2006. All votes were yea.
3. POLICE . . . Chief Pennington highlighted the Police Department Monthly Activity Report for February 2006 and stated that Sgt Zimmerman was graduating from Northwestern Police Staff and Command School on Thursday.
4. VILLAGE ADMINISTRATOR . . . Franklin Christman said that he was working on several human resource policies: use of village credit cards and vehicles, employee on-the-job ethics and use of comp time. The VA reported that he wanted to establish a team for Relay for Life to represent the village. He asked that potholes be reported to the main office. Christman said that he was working on the utility meter radio-read project. In addition, the VA said that work was progressing on several subdivisions: Ashton Crossing, Suburban Village, Solid Rock, and Senior Center. Additionally, VA stated that the newsletter would be containing information about vandalism in the village.
COUNCIL COMMITTEE REPORTS: (MARCH 13, 2006 MEETINGS)
1. OF THE WHOLE . . . President Pro-Tem, Keith Moore, reported that Roger Grime of State of Ohio Cooperative Purchasing Office gave a presentation about the advantages of the state purchasing program and Tammy Ayers along with Pam Butler discussed the Pickaway County Health Department’s budget deficit. Also, the 2006 Permanent Appropriations were reviewed and a Resolution Authorizing Health Care Benefits for Elected Officials was reviewed and recommended to council by a motion from Chester Gloyd, seconded by Gayle Blankenship.
2. LEGISLATIVE . . . Keith Moore reported that four items of legislation were reviewed and approved as to form. |
