AN ORDINANCE AUTHORIZING THE CHANGE IN WATER AND WASTEWATER RATES IN THE VILLAGE OF ASHVILLE.  VILLAGE COUNCIL FURTHER AUTHORIZES THAT THE IMPACT OF THE RATE INCREASE IN WASTEWATER BE OFFSET IN PART BY A REDUCTION IN WATER CHARGES.  THIS INCREASE WILL NOT EXCEED ORC LIMITATIONS AND DECLARING AN EMERGENCY.  Chester Gloyd moved, seconded by Terry Moore, to hold the Third Reading of the ordinance.  All votes were yea.  After the reading by title only, Chester Gloyd moved, seconded by Terry Moore, to accept the reading.  All votes were yea with the exception of Gayle Blankenship who voted nay.  Chester Gloyd moved, seconded by Barbara Hopper, to adopt.  All votes were yea with the exception of Gayle Blankenship who voted nay.  The motion passed and the Clerk assigned Number 2006-06.
