3. PARKS & RECREATION . . . Chester Gloyd reported that the
committee discussed park planning and upkeep; creation of a new park
coordinator position; and ways to generate park income.
4. UTILITIES . . . Terry Moore reported that two utility accounts
were reviewed and the Village Administrator was instructed to write
guidelines for account adjustments.

AN ORDINANCE TO
ACCEPT THE APPLICATION OF DOROTHY ANN RICHARD, ET AL FOR
ANNEXATION OF CERTAIN TERRITORY CONTAINING 1 +/- ACRES IN
HARRISON TOWNSHIP, COUNTY OF PICKAWAY, STATE OF OHIO TO THE
VILLAGE OF ASHVILLE. Gayle Blankenship moved, seconded by
Chester Gloyd, to hold the First Reading of the ordinance.
All votes were yea. After the reading by title only,
Chester Gloyd moved, seconded by Gayle Blankenship, to
accept the reading. All votes were yea.

AN ORDINANCE TO
MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT YEAR’S
EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ASHVILLE ,
STATE OF OHIO, BASED UPON THE AMENDED CERTIFICATE OF
RESOURCES ISSUED BY THE PICKAWAY COUNTY BUDGET COMMISSION
FOR THE FISCAL YEAR ENDING DECEMBER 31, 2006, AND DECLARING
AN EMERGENCY. Barbara Hopper moved, seconded by Chester
Gloyd, to hold the Second Reading of the ordinance. All
votes were yea. After the reading by title only, Chester
Gloyd moved, seconded by Terry Moore, to accept the
reading. All votes were yea. Barbara Hopper moved,
seconded by Chester Gloyd, to suspend the rules of council
and waive the Third Reading of the ordinance. All votes
were yea. Barbara Hopper moved, seconded by Chester Gloyd,
to adopt the ordinance. All votes were yea. The Clerk
assigned Number 2006-04.

AN ORDINANCE FOR
ADDING TO PLANNING AND ZONING CODE 1109.02 (c) DUTIES OF
ZONING INSPECTOR (10) CERTIFICATION OF OCCUPANCY. Chester
Gloyd moved, seconded by Gayle Blankenship, to hold the
Third Reading of the ordinance. All votes were yea. After
the reading by title only, Chester Gloyd moved, seconded by
Terry Moore, to accept the reading. All votes were yea.
Chester Gloyd moved, seconded by Terry Moore, to adopt. All
votes were yea. The Clerk assigned Number 2006-05.

AN ORDINANCE
AUTHORIZING THE CHANGE IN WATER AND WASTEWATER RATES IN THE
VILLAGE OF ASHVILLE. VILLAGE COUNCIL FURTHER AUTHORIZES
THAT THE IMPACT OF THE RATE INCREASE IN WASTEWATER BE OFFSET
IN PART BY A REDUCTION IN WATER CHARGES. THIS INCREASE WILL
NOT EXCEED ORC LIMITATIONS AND DECLARING AN EMERGENCY.
Chester Gloyd moved, seconded by Terry Moore, to hold the
Third Reading of the ordinance. All votes were yea. After
the reading by title only, Chester Gloyd moved, seconded by
Terry Moore, to accept the reading. All votes were yea with
the exception of Gayle Blankenship who voted nay. Chester
Gloyd moved, seconded by Barbara Hopper, to adopt. All
votes were yea with the exception of Gayle Blankenship who
voted nay. The motion passed and the Clerk assigned Number 2006-06.
