  1. A RESOLUTION TO AUTHORIZE THE VILLAGE ADMINISTRATOR TO ENTER INTO AN AGREEMENT TO DEVELOP A RADIO METER READING SYSTEM FOR THE UTILITY DEPARTMENTS.  Keith Moore moved, seconded by Chester Gloyd, to hold the Third Reading of the resolution.  All votes were yea.  After the reading, Chester Gloyd moved, seconded by Keith Moore, to accept the reading.  All votes were yea.  Chester Gloyd moved, seconded by Keith Moore, to adopt the resolution.  All votes were yea.  The Clerk-Fiscal Officer assigned Number 2006-02 to the resolution.

OLD BUSINESS:

Mayor Wise informed council that a person who was interested in the vacant council position would be available to answer questions after the meeting..

MAYOR’S REPORT:

Mayor Wise encouraged everyone to attend the informational meeting on the JEDD at Teays Valley High School Auditorium on Wednesday, February 22, 2006 at 7:00 PM.  The mayor said that he believed the JEDD would open up economic development and because of the CEDA, Columbus had to participate in the JEDD to avoid possible legal challenges if it tried to annex land in Pickaway County around the airbase.

COUNCIL MEMBER COMMENTS:

  1. Marc Cain suggested the administration meet with ODOT about the traffic congestions in front of the high school.
     
  1. Barbara Hopper, in reference to the JEDD, stated that one of the concerns is that Columbus would not honor the JEDD; but, because of the agreement which Columbus will sign, we will be protected — something other communities didn’t have.

Village Administrator Franklin Christman reminded everyone that information on the JEDD was available on the village website.  Also, he displayed a street sign that had been vandalized and said that they were very expensive to replace.

At 8:29 PM, Chester Gloyd moved, seconded by Keith Moore, to adjourn the meeting.  All votes were yea.
