ORDINANCES FOR FIRST READING:

AN ORDINANCE
AUTHORIZING THE CHANGE IN WATER AND WASTE WATER RATES IN THE
VILLAGE OF ASHVILLE. VILLAGE COUNCIL FURTHER AUTHORIZES THE
IMPACT OF THIS INCREASE IN WASTE WATER BE OFFSET IN PART BY A
REDUCTION IN WATER CHARGES. THIS INCREASE WILL NOT EXCEED ORC
LIMITATIONS AND DECLARING AN EMERGENCY. Barbara Hopper noted a
typo in the Chapter Number. Chester Gloyd moved, seconded by
Keith Moore, to hold the First Reading of the ordinance. All
votes were yea. After the reading, Chester Gloyd moved,
seconded by Keith Moore, to accept the reading. All votes were
yea.

AN ORDINANCE TO MAKE
PERMANENT APPROPRIATIONS FOR THE CURRENT FISCAL YEAR’S EXPENSES
AND OTHER EXPENDITURES OF THE VILLAGE OF ASHVILLE, STATE OF
OHIO, BASED UPON THE AMENDED CERTIFICATE OF RESOURCES ISSUED BY
THE PICKAWAY COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR ENDING
DECEMBER 31, 2006, AND DECLARING AN EMERGENCY. Gayle
Blankenship said that too many figures were in doubt and felt
that more time was needed to complete the process. Barbara
Hopper moved, seconded by Gayle Blankenship, to table the
ordinance until the next council meeting. All votes were yea.

AN ORDINANCE FOR
ADDING TO THE PLANNING AND ZONING CODE 1109.02 (C) DUTIES OF
ZONING INSPECTOR (10) CERTIFICATION OF OCCUPANCY. Chester Gloyd
moved, seconded by Keith Moore, to hold the First Reading of the
ordinance. All votes were yea. After the reading, Chester
Gloyd moved, seconded by Keith Moore, to accept the reading.
All votes were yea.
ORDINANCES FOR THIRD READING:

AN ORDINANCE TO AMEND
ORDINANCE 2003-11 TO REFLECT CHANGES IN COMPENSATION FOR
EMPLOYEES WITHIN THE UTILITY DEPARTMENTS WITHIN THE VILLAGE OF
ASHVILLE. Keith Moore moved, seconded by Chester Gloyd, to hold
the Third Reading of the ordinance. All votes were yea. After
the reading, Chester Gloyd moved, seconded by Keith Moore, to
accept the reading. All votes were yea. Chester Gloyd moved,
seconded by Keith Moore, to adopt the ordinance. All votes were
yea. The Clerk-Fiscal Officer assigned Number 2006-02 to the
ordinance.

AN ORDINANCE FOR
AMENDING THE PLANNING AND ZONING CODE BY ADDING A CHAPTER CALLED
PLANNED UNIT DEVELOPMENT WITHIN THE VILLAGE OF ASHVILLE.
Chester Gloyd moved, seconded by Keith More, to hold the Third
Reading of the ordinance. All votes were yea. Following the
reading, Chester Gloyd moved, seconded by Keith Moore, to accept
the reading. All votes were yea. Chester Gloyd moved, seconded
by Keith Moore, to adopt the ordinance. The Clerk-Fiscal
Officer assigned Number 2006-03 to the ordinance.
RESOLUTIONS:

TO APPROVE THE
PRELIMINARY PLAT FOR THE SENIOR CENTER ON MILLER AVENUE.
Village Administrator Franklin Christman and John Bowers,
attorney for LW & Associates, discussed changes in the covenant
agreement which controls residency requirements and mandates
that 80 per-cent of the residents must be age fifty-five or
older. Gayle Blankenship moved, seconded by Keith Moore, to
hold the Second Reading of the resolution. All votes were yea.
After the reading, Chester Gloyd moved, seconded by Keith Moore,
to accept the reading. All votes were yea. Chester Gloyd
moved, seconded by Keith Moore, to suspend the rules of council
and waive the Third Reading of the resolution. The motion
passed 4-to-1 with Blankenship, Gloyd, Moore and Hopper voting
yea and Cain voting nay. Chester Gloyd moved, seconded by Keith
Moore, to adopt the resolution. The motion passed 4-to-1 with
the votes recorded the same as for the previous motion. The
Clerk-Treasurer assigned Number 2006-01 to the resolution.

A RESOLUTION TO
AUTHORIZE THE VILLAGE ADMINISTRATOR TO ENTER INTO AN AGREEMENT
TO DEVELOP A RADIO METER READING SYSTEM FOR THE UTILITY
DEPARTMENTS. Keith Moore moved, seconded by Chester Gloyd, to
hold the Third Reading of the resolution. All votes were yea.
After the reading, Chester Gloyd moved, seconded by Keith Moore,
to accept the reading. All votes were yea. Chester Gloyd
moved, seconded by Keith Moore, to adopt the resolution. All
votes were yea. The Clerk-Fiscal Officer assigned Number
2006-02 to the resolution.

BUSINESS:
Mayor
Wise informed council that a person who was interested in the vacant
council position would be available to answer questions after the
meeting..
MAYOR’S REPORT:
Mayor
Wise encouraged everyone to attend the informational meeting on the
JEDD at Teays Valley High School Auditorium on Wednesday, February
22, 2006 at 7:00 PM. The mayor said that he believed the JEDD would
open up economic development and because of the CEDA, Columbus had
to participate in the JEDD to avoid possible legal challenges
if it tried to annex land in Pickaway County around the airbase.
COUNCIL
MEMBER COMMENTS:

Marc Cain suggested
the administration meet with ODOT about the traffic congestions
in front of the high school.

Barbara Hopper, in
reference to the JEDD, stated that one of the concerns is that
Columbus would not honor the JEDD; but, because of the agreement
which Columbus will sign, we will be protected — something other
communities didn’t have.
Village
Administrator Franklin Christman reminded everyone that information
on the JEDD was available on the village website. Also, he
displayed a street sign that had been vandalized and said that they
were very expensive to replace.

PM, Chester Gloyd moved, seconded by Keith Moore, to adjourn the
meeting. All votes were yea.

relating to the adoption of resolutions and/or motions passed at
this meeting were adopted in a meeting open to the public, in
