LEGISLATION : ORDINANCES
1. Keith Moore moved, seconded by Chester Gloyd, to hold the First Reading of AN ORDINANCE TO APPROVE CURRENT REPLACEMENT PAGES TO THE ASHVILLE CODIFIED ORDINANCES, AND DECLARING AN EMERGENCY. All votes were yea. Following the reading, Chester Gloyd moved, seconded by Keith Moore, to accept the First Reading of the ordinance. All votes were yea. Keith Moore moved, seconded by Chester Gloyd, to suspend the rules of council and waive the Second and Third Readings of the ordinance. All votes were yea. Chester Gloyd moved, seconded by Keith Moore, to adopt the ordinance. All votes were yea The Clerk/Fiscal Officer assigned Number 2006-01 to the ordinance.
2. Chester Gloyd moved, seconded by Keith Moore, to hold the second reading of AN ORDINANCE TO AMEND ORDINANCE 2003-11 TO REFLECT CHANGES IN COMPENSATION FOR EMPLOYEES WITHIN THE UTILITY DEPARTMENT WITHIN THE VILLAGE OF ASHVILLE. All votes were yea. After the reading, Chester Gloyd moved, seconded by Keith Moore, to accept the Second Reading. All votes were yea.
LEGISLATION: RESOLUTIONS
1. Keith Moore moved, seconded by Chester Gloyd, to hold the First Reading of A RESOLUTION FOR THE ACCEPTANCE OF THE PRELIMINARY PLAT FOR ASHVILLE SENIOR APARTMENTS. All votes were yea. During discussion, Village Administrator Franklin Christman said he had received information from the village solicitor concerning the wording in Section X in the covenant agreement. Attorney John Bowers, representing LW & Associates was present to answer questions and said that federal requirements protect the village pertaining to occupancy requirements. The VA and Bowers agreed that additional information was needed to complete the Preliminary Plat. Following the reading, Chester Gloyd moved, seconded by Keith Moore, to accept the reading. All votes were yea. Keith Moore moved, seconded by Chester Gloyd, to suspend the rules of council and waive the Second and Third Reading of the resolution. After some discussion concerning the need for additional information, Chester Gloyd withdrew his second of the motion. The motion was not considered. Mayor Wise invited Bowers to attend the Committee of the Whole meeting on Monday, February 13, 2006.
2. Chester Gloyd moved, seconded by Keith Moore, to hold the Second Reading of A RESOLUTION BY VILLAGE COUNCIL AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO AN AGREEMENT TO CONVERT TO A RADIO READ SYSTEM FOR METER READING WITHIN THE VILLAGE OF ASHVILLE. All votes were yea. After the reading, Chester Gloyd moved, seconded by Keith Moore, to accept the reading. All votes were yea.
UNFINISHED BUSINESS:
Mayor Wise reported the vacancy on council still remained to be filled and that two people had contacted him about the position. He said he would invite them to the Committee of the Whole meeting next week and encouraged any others interested in the council seat to attend that meeting.
