MINUTES OF PREVIOUS MEETING
Chester Gloyd moved, seconded by Keith Moore, to approve the minutes of the January 3, 2006 meeting as corrected. All votes were yea with the exception of Marc Cain who abstained because he was absent from the meeting.
DEPARTMENTAL REPORTS:
1. POLICE . . . Chief Pennington reviewed the Police Department Monthly Activity Report for December 2005 which he had given to council. Mayor Wise stated that the robbery at Crazy Ray’s was excluded in the previous monthly report.
2. TAX ADMINISTRATOR . . . Mayor Wise reported that Tax Administrator Pat Cavinee was unable to attend because she had appointments with residents at the village office, 200 East Station Street. He passed out her monthly report and noted that she is currently working on tracking local businesses for compliance with the tax ordinance.
3. VILLAGE ADMINISTRATOR . . . Franklin Christman reported that he was working on job changes and corresponding policies, that the primary clarifier was back in operation, that the water softeners were working better and that the Christmas lights had been removed. The VA said that work at the Ashton Crossing had slowed because of bad weather and that the wording in the JEDD’s agreement was being finalized. Keith Moore questioned the road patch on Long Street. Christman stated that the service department had used cold patch as a temporary fix and that Roese Brothers was being contacted for the final repair.
COUNCIL COMMITTEE REPORTS (JANUARY 9, 2006)
1. OF THE WHOLE . . . Mayor Wise reported that many subjects were discussed: the 2006 Budget was reviewed; changing two employees to exempt status with new job titles; building inspections; changing utility meters to a radio read system and that a resolution was on tonight’s agenda to begin the process; computer classes for employees and developing strict residency laws pertaining to sexual offenders currently living in the village.
2. LEGISLATIVE . . . Keith Moore reported that one ordinance was reviewed and accepted as to content. At 7:21 PM, Chester Gloyd moved, seconded by Keith Moore, to hold an Executive Session to discuss personnel matters. All votes were yea. Council returned at 7:52 PM and decided to proceed with pending legislation.
LEGISLATION -- ORDINANCES
1. Keith Moore moved, seconded by Chester Gloyd, to hold the First Reading of the ordinance TO AMEND ORDINANCE 2003-11 TO REFLECT CHANGES IN COMPENSATION FOR EMPLOYEES WITHIN THE UTILITY DEPARTMENTS WITHIN THE VILLAGE OF ASHVILLE. All votes were yea. Following the reading, Chester Gloyd moved, seconded by Keith Moore, to accept the reading. All votes were yea. |
