REGULAR SESSION

The Village of Ashville Council convened in regular session from 7:10 P.M. to 7:56 P.M. in the Council Meeting Room at 91 West Main Street, Ashville, Ohio. Mayor Chuck Wise called the meeting to order with the Pledge of Allegiance, an Invocation and Moment of Silence. The following members and visitors present:

Mayor Wise gave the Oath of Office to Chester Gloyd and Keith Moore as elected returning members of council.

 

Chester Gloyd moved, seconded by Keith Moore, to appoint Gayle Blankenship to village council. Moore stated that the reason she did not run for re-election was that she had planned to move away. All votes were yea. Mayor Wise administered the Oath of Office and Blankenship took her seat on council.

 

Keith Moore moved, seconded by Chester Gloyd to adopt the existing Rules of Council. All votes were yea.

 

Barbara Hopper moved, seconded by Chester Gloyd, to nominate Keith Moore as President Pro Tem of Council. Gayle Blankenship moved, seconded by Chester Gloyd, to close nominations. All votes were yea with the exception of Keith Moore who abstained. The motion to nominate Keith Moore as President Pro Tem was passed with Gloyd, Hopper and Blankenship voting yea and Keith Moore abstaining.

 

MINUTES OF PREVIOUS MEETING

 

Chester Gloyd moved, seconded by Keith Moore, to approve the minutes of the December 19, 2005 meeting as corrected. All votes were yea.

 

DEPARTMENTAL REPORTS:

 

1. VILLAGE ADMINISTRATOR . . . Franklin Christman said he would be providing written reports to council every two weeks. The reports would contain information on Human Resources, Planning and Zoning, water and sewer operations. Christman stated that work is being completed on the softeners at the water plant. He said that site preparation work at Ashton Crossing had ceased because of the holidays and wet weather but, would resume weather permitting. The VA reported that he had met with South Bloomfield Mayor Albert Roese to discuss joint water and sewer expansion under the CEDA as an approach to regional development.

 

2. PLANNING & ZONING . . . Chester Gloyd reported that a Public Hearing was held December 28, 2005 on a request by Franklin Welsh for a variance to operate a collision/repair shop at 465 Hedges Street and during the regular P&Z Meeting, following the hearing, the variance was granted. Gloyd reported that a concept plan was approved for the 24 acres +/- referred to as the Cernan Property. Gloyd said that other items reviewed were: the PUD ordinance; the establishment of guidelines for when to issue temporary occupancy permits due to weather and the solicitor’s opinion on the fence between 169 West Main Street and 177 West Main Street.

 

PRESENTATION

 

Gary Throp, 320 East Main Street, a former council member in the 60’s and 70’s, stated that he was against the JEDD but was in favor of Ashville and South Bloomfield merging into one village to get utilities up north and annexing property to prevent Columbus from moving this way.
